I know for two ways how to become a guest poster on someone's blog. First of all, you have to be invited by admin.

In Wordpress blog, admin gives you your own login details and set up permissions to you: access to post or/and make new categories or/and to place sitewide links...you can actually get a full access - depends on agreement with admin.

In Blogger, admin ads your current username of your existing blogger blog in his usernames list. Then you can access his blog from your own blog list.

You don't need cpanel access to post on a blog. You need it only if you want to edit blog's skin or so.
