How quality posting can be encouraged:

1. A guide about an enclosed topic made in a comprehensive way may become sticky if admin decides so. Every single forum category should have few sticky posts. Those posts would represent a webmaster database of this forum. Suggestions: "How to find a good host", "Web design resources", "a compilation of SEO tools", "Where a newbie can start to earn immediately", "Glossary of..."

Members could then vote about how useful the post was and points (for the points contest) could be assigned to the author.

2.
In Help wanted category the starter of the thread (the one who asks for help) could give points to the one (only) who provided good answer which helped him. This can be set up as "reputation" like many vBuletin forums already have.

In theory, a reputation system works. But like democracy or communism, it's flawed due to misuse by the residents. Reputation is usually misused, and on a professional forum, as this should be, I think it shouldn't exist.

The second sound like a good idea, but I don't know if there are any vb mods that do this, but it sounds similar to Yahoo! Answers.

Many things can be misused, the help feature idea also...so this should be considered with a great care.
