The link (above the search bar to the right), entitled "Click here to advertise" is not working.

No need in needing to spend too much time on a script for such a simple task. Touché to Tyler on his genius ways. :)

A question though, do you allow competitors to buy ads?

Yup, although if the ad is blatantly competitive I wouldn't. For example, if another webmaster forum wanted the leaderboard banner for their own forum posting contest and offered more money, I wouldn't allow it.

However, if they simply had the banner up to their site, I probably would.
