New Site Question?

Hi Everyone,

I'm looking to have a website built based on an idea I have had. The site will incorporate forums, blogs, picture gallery and various info.

What would be the best way to go about having the site made? I have no technical knowledge to do it myself and am unsure how much cost I am looking at, who to approach etc?
