Hmm when you say forum do you just mean it's database and domain or is the forum software and styles included? You should be more clear about what it is your selling. If, it is just the database and the domain then you should lower your BIN and your minimum bid because it's hardly a big forum active forum is it? If however you are included your vBulletin licence and styles you could maybe bump them both up so your not making a loss. Sorry just my opinion.
