Affiliates as in link exchanges is pretty simple: just exchange links with other sites related to your site

Yup, as Reckless said. It's basically I'll link to your site if you link to mine. Just a link swap (affiliates).

Hmm.. I haven't heard the term affiliate being used as a recipricol link for quite a while, although I do remember when such a practice was more popular (most commonly 88x31 ads). I believe them now to be labelled more as "partners" or "friends".

To me, affiliate almost always refers to being an affiliate of a company that is selling something, be it hosting or a product.

I'm an affiliate of many companies, but mostly poker rooms.
