I have recently started work for a client who has outsourced SEO.

This seo has set up a pointer site, on a keyword-based domain which at the moment currently redirects to one of my company's site by a meta refesh.

I have requested to see the actual pages and they seem to be stalling.

Would the pointer site feature, optimised pages for each search engine (bearing in mind se's attitude to repition of content)

Or a link farm of some sort?

Would the refresh be set up if the pages are not finished (they have told me they had started submitting) otherwise surely the refresh would hinder rather than help.

I would think search engines would know of this technique and would hurt in the long run.

Definitely it would hurt the site in the long run. So do not try link farms. You can try digging the site if it has articles etc. I have found this a good way to increase backlinks as well as site credibility.
