Here are some of the things that can be done to improve the targeting of adsense ads -
1- Including keywords in 1 h1 tag
2- Including keywords in 2 h2 tags
3- Including keywords at the top of the page
4- Getting the keywords in the words through which sites link in to you
5- Section targeting
