Here on freebyte.com is a well known list of free graphic programs (http://www.freebyte.com/graphicprograms/) site:
GIMP, Maya personal, Blender, Irfan view, Picassa...
You can check free software, mails, hosting and all other lists in the right column on freebyte.com
Above is good for programs, but this page on educypedia.com is good for graphic tools (http://www.educypedia.be/computer/webcolorcharts.htm):

Interesting list, but I'll stick with the paid programs like Photoshop. Not that the others are crap, but if you get a job in the design industry, they'll for sure be using a paid program, better to get your experience early.

Does PhotoShop has this tools:
Huey Color picker (http://www.lightman.com/software/huey/): You can pick any color from the screen and get its rgb or HEX value, store it, recall it easily.
I know that some shareware programs can be annoying since you need 20 programs for 20 tools...

it is possible to get the RGB or HEX value when using photoshop

Yes, of course, but can you just locate a color on some website, click on it and store its exact value to be able to use it when you need it?

ehm if you first print screen it, yes you can :)
i didn't really understand you could get those RGB values at any time :)

Yes, you can drag the color picker outside the Photoshop window on a website and get the hex code/RGB value for it. No need to even print screen.

ow haha didn't know that, i always use a printscreen, does this work at CS2?

Yup, I use CS2 and it works perfectly, try it next time. Damn good feature.

Wow, I had been doing them same.
Just checked it out, it works :) you need to first activate the control by selecting the color picker tool then click down on the canvas, then keep the left mose button held down (like you are dragging) now you can get the colour of anything on the screen.

I had been high on CS2 for such a long time and I haven't figured that part out.
Well, I really did never face this sort of a situation, so, I didn't have to Print Screen and do it the hard way..

I use Eltima Absolute Color (http://www.eltima.com/products/free-color-picker/) Picker for this purpose.
Irfan View is a must have program. I would recomend everyone to have it. Its a freeware that does an amazing number of things. It can autoadjust photo brightness/sparpness etc, can capture screenshots, can batch convert image files, can compress image files, can open tons of formats (graphics,video and audio), can create slideshows etc etc.
Paint.Net is a good software for those of you, who dont need the power of Photoshop, but need something more powerfull than MS Paint and find GIMP too confusing.
