If you started a new webmaster forum and you are serious about it (you have webmaster experience and you can recruit some knowledgable posters), you can put in link anchor text:

"Free Online Webmaster Course"
"Webmaster Tools Database"
"Webmasters - Help!"
"Free Website Review"

I mean it. :)
Other proposals?

I mean an anchor text in a link with which someone can advertise a webmaster forum. Something what attracts people and is true.

I agree. If it is a webmaster forum, you should definitly have the "webmaster forum" anchor words on your links.

Web Site Forums could work. But I don't know much else but Webmaster Forums that would work.
