1. vBulletin forum has a mod (http://www.vbulletin.org/forum/showthread.php?t=125871) to publicly reveal duplicate registering on a forum (in real time). It shows usernames from the same IP.
2. Someone can have a lot of sites on a same hosting. You can check this with class-C checker (http://www.webrankinfo.com/english/tools/class-c-checker.php).
3. IP on dial-up modems changes every time ones restarts computer, so he can signup somewhere unlimited times, pretending he's a different person.
