The biggest free script downloading (Open source) site is Sourceforge.net (http://Sourceforge.net), I guess. You almost "can't not find" appropriate script there.
http://GNU.org
Hotscripts.com (http://Hotscripts.com) No comment. Bigesst paid/free script site.
And then comes some Shareware sites:
Majorgeeks.com
Tucows.com
Shareware.com
Download.com
Softpedia.com

I personally suggest source forge. Great open source site, used them once for one of my script adventures.

I've had great experience with MajorGeeks, particularly with their tech support forums.
Those guys reply within a few minutes, and their posts are very well thought out and useful.
And TBH, I'm not a big sourceforge fan. A lot of their stuff is great, but you sift through a lot of crap there too...
You didn't mention freshmeat :P.

Problem with big script source site is you get tions of scripts and you just don't know where to start, what's relevant.
MajorGeek had (has) some great diagnostic tools - I liked there extremely detailed hardware checking tool named Aida32 which just can't be found even on Google.
Comment on Freshmeat : this domain name trick is not mentioned in any SEO guide...
Anyway..extremely popular "blog" gives only 108 results which is very well digestible amount.
