What makes you want to be interactive with a website?
I was thinking of adding polls, and letting people comment on stuff, and adding a forum, and stuff, but why would they want to do that? What would be their incentive? Why wouldn't someone just be a lurker?

Depends if you can offer something to the user. I wouldn't sign up to the site if they didn't offer me anything, anything as little as maybe insightful/intelligent conversation,

You have to offer something valuable to them and then hope that you will also have benefit from this.
I personaly would actively use a site for: education, tool, money, fun. Also for helping others or solve some problem. But not just to share some opinions or make money for someone.

if people like a subject, they also like to talk/read about it, so they will be joining discussions.

Thats the key. One has to offer members something--to get them. It does not necessarily mean money.
You can offer them some useful tool to use freely wich is related to your niche and also provide them lots of other resources, information and a vibrant environment which is not really easy.
These days most sites have diversified. One of my friend who owns a natural stone forum just opened a directory today. I think once you can build a community or group --diversification is the key.
