What does it mean when the avg price per click is -
Does that mean I can't buy that keyword or that no one thought of that keyword before or that the site is down?

It means that this is the average people pay for the keyword. Or what the average payout is for the keyword. Nothing with the keyword not being found before.

The average price is -? It doesn't have a number, it has a dash like this -

The first time I used it it had numbers like 0.17 and 0.16 and it let me specify my upper limit. I said I would only pay 20 cents per click because I read that that was a good number somewhere.

If there is a dash, then yes it might not have been found before. Or there isn't enough data, depending on the algorithm.
